I've got K's PrC Pack, but not the RoF.
I just took his racialsubtypes.2da and edited the fourth column "ECL" to all zeros up & down - bingo insta-Levels.
my feeling is, that you've got two racialsubtypes.2da kicking around in your Overrides .. (for those who want to know, my theory is that special characters should be, you know, special - not hampered/mangled. I need someone to look up to in times of crisis
The numeric entry under ECL seems to be simply the number of 'effective levels' a character is capped at beneath the current XP on the character sheet.
oh yeh, and if you're changing a race's ECL from zero to a number (ie, downgrading), all you'll notice for a while is his/her XP bar stays empty, till yer juiced up and ready to start leveling again.
hope I've jogged some braincells for ya!

Double checked everything, and still no luck! If anybody has any ideas, thanks.

Also their are 2 override folders not 1. Their is one in program files ( the install directory) and one in my document( for player created mods). I am 95% sure it has to be in the my documents override. I believe the other override directory is for the official game. But if you tried my documents override you can always try the one in the program files.
Changes to the 2da should give an immediate effect. Though for any changes to take effect the module has to be reloaded from scratch( if you try editing with the game up as i often do with the toolset)
Note: Also before you edit any 2da you should keep a back up copy of the originals in a safe location. You never know when you are going to screw up and edit the wrong 2da or you thought you editing a modified copy and you end up modding an orinigal copy.

You can open/view/ mod 2da in the toolset. If you open the mod in the toolset then go to view dropdown menu at the top > 2da files and select the 2da from the list and see if its the original or your changes it might tell you if its picking up the 2da or not. I have done this with campaigns but not single mods.
While this is true, I would not recommend editing 2da files with the toolset (viewing is fine). Editing a 2da in the Toolset (and then saving it) will render that 2da un-openable by other editors in the future. (I don't think the community's ever nailed down an answer as to why that's the case, we just know it is).
There's been a lot of discussion about 2da editors, both on the wiki and on these forums.

You really shouldn't put anything in the Override folder in the install directory...there just isn't any reason for it.

While you should definitely backup anything you work on, the original 2da files should always be in your installation directory, zipped under the Data folder.
To the original poster: is the module that you're using to test the 2da adjustments a clean module, or does it have any haks attached?
Edit: I just tried creating an override copy of racialsubtypes.2da and just changing the ECL of Deep Gnomes to 0. When I try it with a module that I know doesn't have any haks, a Deep Gnome needs 1000 xp to reach level 2, just like a human. So I do think there's likely something funky about how your 2da is being read.
