I <3 the Turian Councilor too. And I understand where he is coming from, although he still is kind of of jerk. lol

inb4 bioware is actually using this to determine which NPCs get killed.

You devious bastards.

I kinda want to meet Hackett in person for ME3, no more hiding for the last in the trilogy.

It's Lance Mother ****ing Henrickson!

He doesn't hide, he kills without warning and without mercy.

And he can do that awesome knife-and-finger trick.

I would say Hackett... but I fell compelled to choose someone that everyone else hasn't already said.

Um. Lorik. Even though he was only in one scene. Which completely defeats the purpose of 'recurring'.

Captain Kirrahe, too.

But I suppose, like everyone else, Hackett is my top choice.

Let's see...

Refund Guy

That woman and her late husband's brother (?) who are arguing over whether to give her child enhancements...

Feros Asari

Illium Bar Asari

Polite Krogan

Fish Krogan

Citadel-Loving Krogan (you know, the dude who keeps saying how he wants to see the Citadel someday)

Poet Krogan

Proud Dad (?) Krogan

... Okay I like most of the krogans, they're funny.

Biotic God

Aria

Thane's Son

Gavorn (isn't he the turian who mumbles something about humans viewing conversation as a form of captivity?)

Dr. Michel (Can I please take Garrus with me to see her? I want to watch him squirm when she starts flirting...)

The Turian salesperson from Rodham Expeditions, I just.. he needs to be back. (Blam! Blam!)

Turian Councilor, I need closure. Does he finally go too far and Shep and him get in a scuffle in the council chambers? Are they both spaced for their insolence? Do the reapers keep him around as a comedian? I need to know!

I would love to see Lorik Qui'in and Gianna Parasini working together ( or separately, they're both so awesome)

Dr. Michel, I too want to see Garrus' reaction.

Definitely Hackett.

Emily wong (a chance to romance her would be awesome)

Al-jianni (just want to see her get the crap beat outta her some more.)

Refund guy

Conrad has to be in ME3 just for continuity

Gianna Parasini

You know seeing as its the end to the trilogy why not bring everyone back!!!

Shiala.
Hackett.
Matriarch Aethyta.
Gianna Parasini.

And although he wasn't in ME2, I'd love to see General Septimus again.  And Lorik Qui'in.

I love how so many minor NPCs are so memorable in this series.

Gianna Parasini.

Conrad Verner.

Emily Wong.

Matriarch Aethyta

Admiral Hackett? Not really a minor character, but he had better return for ME3.

Hmm...I really like Gianna and Shiala. I also really loved Helena Blake's appearance in ME2, especially if you Paragoned her. At some point, I'd also like to see Kai Leng from the books turn up. Also would've liked Chellick or Pallin in ME2 apart from a news report reference.

Shiala hands down. Hope to see more of her in ME3. Admiral Hackett comes in at number 2 for me, but still hope to "see" more of him in ME3 too. :P

Here we go Bioware.  My opinion may get lost in the pages this topic will get, but here's what I think.

Let's see again:

Captain Anderson:  but with more personality/conversation/role than in ME2 and an obviously larger role in ME3.  The reason I include him on this list is because he felt at most like more of a sidequest character in ME2 because of his virtually nonexistent role in the game.  We all know he can be a badass (i.e. Mass Effect 1), lets see more of it!

Conrad Verner:  with the incredibly dark/serious tone of ME2, his appearance on Ilium was a very welcome comic-relief of sorts for my renegade playthroughs (eh paragon ones as well).  The ongoing saga with him and his quest to be the next human spectre MUST continue.

Kal Reegar:  my favorite Quarian right next to Tali.  I know plenty of others agree with this one, as he is the only tough guy Quarian we have been introduced to, and I can see him as playing a perhaps pivotal role commanding some Quarian forces.

Admiral Hackett:  I've always liked this guy.  Calm and cool during battle situations in which every decision he makes can cost/save many lives (Geth/Sovereign attack on the Citadel in ME1), and an obvious supporter for Shepard from within the Alliance.  I expect him to play a role when the Reapers invade; maybe you guys can give a face to the voice too this time around.

Vigil (or something similar):  I may be going on a limb with this one, but is a return trip to Ilos in store?  Maybe Vigil pops up again somehow to give the final advice needed to defeat the Reapers?  Idk about all that, but the conversation with him in ME1 is one of the very few that, 3 years later, I still don't skip through if I play through ME1 over again.  Something of that caliber, a very engaging conversation that comes amidst chaos that offers new revelations and key facts, I feel would be very welcome.

Khalisah al-Jilan
i:  I'm sure another punch in the face will be very therapeutic while dealing with the council/Reapers in this game.  I would like to punch half the news reporters I see on tv nowadays, so being able to do it in a video game to someone reflective of today's current "reporter" personalities is always great.  No other important reason.

Other characters that should return:  Emily Wong, Refund Guy, Giana Parisini, Aria T'Loak, Matriarch Aethyta, Turian Councilor (but face-to-face this time).

When it comes to minor characters, I give my votes to:
Admiral Hackett (preferrably in person)
Shiala (an interesting character and, as someone said, a possible non-recruitable LI)
Emily Wong
"You humans are all racist" Turian
Refund Guy
Biotic God

As for characters from ME1 with reduced roles in ME2:
Wrex (in a larger role, preferrably recruitable again)
Anderson
Udina
The Council members

Other:
The Normandy crew, at least the named NPC crew members.

Parasini, Hackett, kal'reegar, verner. Also dug a lot of shopkeepers in both games.

Kelly Chambers & Anderson, even though they probably are "above the line" here.

Aethyta ain't really recurring, but she was my favourite non-joinable NPC in ME2. Everything about her is just amazing.

If book characters count too though, I really wanna see Gillian...... she's my one pick, then.

There are sooo many I would love to meet again:

Asari Bartender - could actually play a bigger role concerning Liara or rallying the Asari.
Conrad Verner (and perhaps his poor wife?)
Admiral Hackett - in person!
Turian Councillor - the most misunderstood guy in the galaxy...;)
The Asari you meet on Virmire and then again in Okeer's place. I'd love to find her in yet another "mad scientist's" labratory...

Oh, and of course this:

That would be so brilliant.
