Hackett - His speech during and after missions just sounds like a practical but honorable man
Nef's mother - Because i found Samara's loyalty mission to be most moving and it would be nice to check on her. Probably though email
Aethyta the Bartender - She's smart. Her plan is farsighted. The asari proved their shortsightness by ignoring her.
Emily Wong - She works for the general good, at least in ME1. If i had to do a media PR campaign to counter the Citadel council, i would prefer her to Al-jilani
Gavorn - Best effect would be him handing Shepard some important information before dying of wounds. That would make his repentance hit home.
Bailey - He's a lot like Hackett but more willing to go outside the rules

Kinda hard for the Biotic God to return. That was kinda situational. Niftu Cal is probably had enough drugs.
But ANOTHER situation with many Biotic Gods "battling" each other would be epic.

If there's someone you definitely don't want to see again, hit me with that, too.
Discuss!
Since you said something and not someone here I go:
I don't want to see automatic dialogue ever again. It was horrible in ME2 and made it feel less of an rpg and more of a shooter. I want to choose what my shepard says, and I want the options I have to have as many unique dialogue options as there are choices. Too many times in the game I've seen 3 responses and all 3 lead to the same line. It's ridiculous. Either let us control the dialogue, or take it all away. No middle. It's annoying and ruins the immersion. That was the only downside about LoTSB. Waay too much automatic dialogue.

I just like her personality, humor, and her attitude for some reason. She is someone whos experienced a lot of stuff and has interesting storys to tell and there is always the link to Liara infered from LotSB....could use that in ME3, who knows..
Other characters of interest that have minor roles include, but are not nessisarily limited to:
Emily Wong- If I had to be interviewed by anyone I would want it to be her. Maybe some small extranet interview in ME3?
Rana Thanoptis- Always fun to see her run;P
Rear Admiral Mickilovich- "Turians!?". I would imagine him to be a more agressive frontline type of guy and we might see him during the fight for Earth.
Aria- Mass Effect's much better looking equivilent of Jabba the hut;P Would be fun to see her again in ME3 and not just be confined to ME2.
The Normandy Engineers Ken and Gabby- funny bunch, especially neo scotty-like Ken. Maybe they could develop a relationship in ME3.

I'm not seeing this much but what about Aria? She was helpful in ME2 and she could be of more help in ME3 along with Anderson and Admiral Hackett. And I admit, according to Sir Ulrich von Lichenstien, she IS the "Lando Calrissian" of the series. Also, what about Hannah Shepard for those who took the spacer background?
I guess most people think it's a given that she'll be in ME3 anyway!

He survived in all my playthroughs... Unless... something happened to him in Retribution? (haven't finished reading it)

Gianna Parisini - An Internal Affairs Officer gives a opposite take on crime from the gun blasting Shepard.
Emily Wong - Seeing her as a bigger News Reporter in ME2 was cool. I'd like to see her to give more news about whats happening. In fact I would love to see more news in general.
Matriarch Aethyta - She provides an interesting take on the Asari Matriarch. Plus her possible relationship to Liara is something I would like to see addressed.
