Emily Wong and Sha'ira (The Consort)

Also, I don't know if she is a "recurring characer" but I have to say Dr. Chakwas. She brought about a sense of nostlagia when I saw her on the Normandy in Mass Effect 2. Sharing a drink with her was definately a memorable scene from the game.

Not sure if he's deemed a mjor character or not but Captain Anderson.  And in a much larger role too.  Also, I'd like to see Admiral Hackett make a trimphant return in ME3.  Yet this time in person, or through a holovid like TIM had.

Other notables would include: Conrad, Shiala, Helena Blake, Balak/Kate Bowman.  Just so we can get some closure on thier characters.

I have to throw in one more:

Kahlee Sanders

Yes not in the games, yet a huge character within all of Mass Effect.

Hackett. Gravelly voice, always has your back, and a kickass admiral.

I quite like Emily Wong too. A reporter that actually does her job FTW.

Sir Isac Newton and his prophet ^_^

Seriously, that sergeant's speech is the only thing I listen to every time I go to the Citadel.

My favorite recurring character so far would be Shiala.

It was nice to see that she kept to her promise to aid the colonists; but I was sad to learn how she is now suffering from her direct exposure to the Thorian.

Kal'Reegar. Though I've only played ME2 so far and haven't completely finished yet.

Hacket, Anderson, Shiala and Conrad Verner...From ME2 I'd like to see Koris, Xen, Kal'Reegar and that crazy warmongering Quarian return as well...but that is very likely anyway. Other than that I can't think of anyone else.

Captain Anderson is #1!

I'd die if he accompanies Shepard on a mission in ME3. He's much more interesting after reading the first ME novel "Revelation" and is voiced perfectly by Keith David.

Emily Wong and Conrad tie for second place. Most epic moment of the ME series so far: knocking out Emily. Booyah!!!

Shiala, the green eyed Asari.  The only being to have ever been freed of Reaper indoctrination and survived.  The woman who survived torture and enslavement by the Thorian.  One of only two living people in the entire galaxy with the Prothean cipher.  No one else has perspective on Reaper indoctrination like she does, being the only one to ever survive it.  There's a lot to develop here.  I consider Shiala to be one of the most interesting people in all of Mass Effect.

Heck yes. Parasini's always felt like a protagonist who just happens to guest-star in Shepard's story.

Lilihierax was cool. I was hoping he would come back as a cameo at some point.

In terms of 'recurring' characters who have presumably been in both titles, certainly Gianna Parasini is the most fun in my book. You get the fun little encounter, her sarcastic personality, and I like the way ME2 actually gives some insight into her life and story.
