Gavorn - idk why I like this character so much, guess I just have a thing for turians.
Conrad Verner - I thought Conrad was going to try and blackmail Shepard when I first played ME1. Turns out he was just a lovable annoyance. 
Barla Von - This Volus knows how to stay classy.
Polite Krogan (Thax's representative) - Not only is this krogan the most polite character in the series, but also the scariest krogan in the game.

ME1- Conrad Verner, Gianna Parisini, Jahleed and Chorban.
ME2- The Volus who thought he was a biotic god in one of the missions, blasto, Jeirt (the salarian who was fascinated by Thane, and a frequenter on the old ME forums  ) also all the named quarian crew on Tali's loyalty quest were awesome especially Kal'Reeger and Daro'Xen vas Moreh. And from the Normandy the two engineers. And I'm sure Aria will appear.

The Turian Councilor. Brilliantly done.

And Khalisa al-Jilani. Seeing her getting repeatedly punched (or in the case of the Volus, kicked in the shins) in the Shadow Broker video surveilance was hillarious. I also liked the way you can "bullrush" her with the charm/intimdate options in ME2.

Well, as far as I know, she's the only character to have been an "enemy" only to turn back and - when given the chance - help people out.

I think her VA was suiting in ME2, considering she's suffering the side effectss of Thorian control. 

Edit: And how could I forget Matriarch Atheyta? She's amazing, in the g-g-g-g-great grandmother, "kick em in the quad!" kind of way!
