Just for guffaws, does DA:O actually have a confirmed life expectancy for humans? It'd be funny if we're all just assuming humans live and age over a "normal" amount of time. (I say that, but it's bound to be out there somewhere. DA wiki didn't have the info readily available.)
Anyhoo, as has been pointed out, generalizations about appearance and age are fraught with peril, and the 10-year time span is short enough that we don't really need to see Hawke age. It would be a funny option to enable when creating Hawke -- "after a decade, touch of grey or no?"
For me, I'd prefer Hawke be closer to 20 than 25. Since we don't know Hawke's age, we also don't know how much older he is than his siblings. Doesn't have to be by much more than biologically necessary.
And, as to Bethany's assets, doesn't it seem annoying that BW made her so boobacious when she's your sister? Maybe Hawke's real challenge in DA2 is just keeping guys from getting the goodies.

Well when one of my friends was in high school, he had a full beard & was starting to get thin hair, he was only 17. It boggles my mind how old he looks when he is the same age as me & I am always told how young I look.

Seriously though, huge breats in video games can be annoying, but not always unrealistic (even if she is in her teens). I had a friend who went from a B cup to a D cup in high school.
Bethany's looks have also likely contributed to past discussions of incest in Bioware games. Not sure why anyone would pursue that...

But I think it does not matter if it is actually possible for 16/17 years old teenagers to grow beards, it's more about the visual image that the designers want to get across.
With the beard, Hawke looks rougher, older, a bit more experienced. This is not exactly what an artist would use to portray a young man (around 17 - 20 years), but for a more older and experienced character.

& the ability to grow a beard can add tons of years to your look, while boobs can subtract years, there's a complex formula for both.
