-Insanity is all about one thing: shield breaking. Once you take down an enemy's shields they fall just as easily as any other enemy does on any other difficulty level (exception being krogan and vorcha but incendiary rounds or simple focused fire can take them down pretty quickly despite their regen ability).
-Now depending on what DLC you have this fight can be easy (since you picked soldier) or very easy if you have the right DLC. You mentioned the Geth Shotty which is perfect for this mission since it works just as well on barriers as it does on shields. Use it on any collector, harbinger, and even the praetorian. Though to prevent getting shot up you might want to use Adrenaline Rush first to give you time to charge the weapon and shoot.
-Second thing about Harbinger is his slow moving concussive shot that slams you out of cover. Guess what? This CAN be avoided simply by strafing left and right while in cover. You'll start to see the slow moving concussive shot start to waver back and forth because you aren't in the same spot and eventually will sail harmlessly over your head with no knockback to you - safely leaving you in cover.
-Next thing about Harbinger is your armor. Soldier's live off of three things: damage, health and shields. If you bring Miranda along she buffs two of those things (health and weapon damage) automatically by 15% and 7.5% depending on how you evolve her passive. Add her warp ability and you have a shield breaker for armor and barrier - very useful in dealing with Harbinger.
-Back to your armor and weapons. If you have it bring the Kestrel armor, mattock rifle, geth shotty (which you have), and phalanx AP. As for sniper rifles the mantis works wonders on Harbinger's armor. Two headshots (usually one) with Adrenaline Rush and he shuts right up. The mattock I find to be more useful in dealing with the husks since it requires you to stay out of cover more often than say a mantis or the geth shotty. It's good on husks because you have to be moving and it gives you repeated shots at the husks that are charging at you. If you only have the stock weapons... Avenger, carnifex hand cannon, again mantis, and since you have the geth plasma keep using that.
-Heavy weapons, the collector particle beam works wonders here but what I find to be even more useful (in pretty much any situation) is the ceberus arc projector which basically creates a chain lightning effect that can take down multiple barriers and shields with a single shot depending on how the enemies are grouped. After that bring out the mantis, hit adrenaline rush, and kill two to three collectors easily with minimal damage.
-Which brings me to the most talked about tactic when dealing with Harbinger, take out the drones, guardians, and assassins first. Honestly with soldier this doesn't matter too much. You have the firepower and adrenaline rush to take down multiple harbingers during a fight. Hell even when I do VG on insanity its not too big an issue. Just stick with the tactics I talked about earlier and you should be ok.
-Stock armor, get the headshot visor from omega so your headshots do 10% more damage. Other then that its whatever increases shields or health or firepower.
-Builds and bonus powers. For insanity, since you have Adrenaline Rush as a soldier, GSB really isn't needed. Yes it helps as a backup but if you get swarmed hit Adrenaline Rush and shift cover, that's really all there is to it. Instead put those points in the following categories: disruptor ammo, warp ammo, and finally incendiary ammo in that order. I love cryo and use it lots on my VG but as a soldier its more about being able to break shields and kill any enemy quickly. Evolve each of these ammo powers to squad ammo so that all of your squaddies are doing the same type of damage you are and things like shields, barriers, armor, health regen, become a thing of the past and you turn insanity into a cakewalk really - warp ammo is effective against armor and barrier btw so its a twofer when dealing with Harbinger.
-As for tactics when dealing with Harbinger? Best usual cover (unless being swarmed by husks) is the raised platform over to your left when you first come in. Place two squaddies near each staircase while you take the middle (lots of room to strafe to avoid that concussive shot) and take down the collectors and Harbinger that line up nicely around the control panel.
-As for squaddies, maybe I'm just partial to her but even Christina Norman recommended to Jessie Houston that he use Miranda when first trying to figure out insanity and according to him it made the difficulty much more manageable. Grunt works well on Horizon as a tank and damage dealer and his concussive shot works well on barrier. Play around with it though, see what squaddies you like and stick with them. After a while that part of Horizon becomes fun once you know your way around. I often just leave my squaddies on that platform and run around when playing as a soldier. It really is the best class for insanity.
Hope this helps and for the sake of flames or what have you this is IMO of course.

I don't have the weapons DLC, though, which I believe gives the Soldier a huge advantage (as the Sentinel only has a heavy pistol and a submachine gun. Here's my experience, though. I imported a ME1 character that gave me more starting experience. As a Soldier, I died about 5 to 6 times just on Omega, then started over. As a Sentinel, I died 5 to 6 times in the entire game (3 times on Jack Recruitment due to lack of prep against YMIR Heavy Mechs).
There's a slight skew in that I tried Soldier 1st, then maybe I had a better idea of what to expect when I changed to Sentinel. But still.

Like on Horizon, I believe I used an Infiltrator for Insanity, I just went to the farthest corner of the map and sniped as many husks and collector drones as I could. Then, it comes down to maneuverability. Run to secure points of the map, sufficient cover, vantage points, etc. Just bunker down and don't lose your resolve or patience and you'll be fine....Then I must say....

Bring Kasumi with you to neuter Harby.
If you can do Firewalker, to increase your level. Max first the class passive, then AR. I recommend Commando and Heightened.
Have stasis as the Bonus Power or slam will do, but GSB is nice though.

Couldn't agree more especially if you rerolled as a level 30? Essentially all the enemies you face are level 30 but the difference is none of your weapons are upgraded and when you get to that ship... depending on your class and playstyle prepare to be there for a while.

And, as I don my fire-proof suit, I would also recommend the GRP as it strips shields in seconds which is way important on Insanity.

So my advice if you are having trouble is, get rid of geth shield boost or ANY shield powers for that matter. Hell, further than that, ANY power that has a CD time of more than 3 seconds is a waste of your time because it'll interfere with your adrenaline rush time.
Just spam AR anytime it's off CD, headshot everything with the mattock, and when you run out of ammo switch to whatever sniper rifle you have handy. After that you should be able to get some ammo (there's infinitely respawning ammo at the computer you hack to activate defenses and on the platform (kinda looks like a truck) on the left side of the map) at your convenience.

Actually, Harbinger says two things that imply he may feel at least some remorse.
“You escaped us before, Shepard, not again.” -Harbinger
This clearly implies that Harbinger regrets Shepards earlier escape... definitely showing some remorse.
“Shepard, you could have been useful.” -Harbinger
This statement also implies that Harbinger regrets that he has to kill Shepard, this is also an expression of remorse.
Basically, Harbinger may attack with no remorse, but that doesn't mean that he doesn't feel it inside. He's just misunderstood. He's really just trying to promote humans to godhood and immortality. It's the humans fault for being so ungrateful.
On a more practical note: Harbingers remorseless attacks are also his weakness. He pretty much never takes cover but just charges at you. This lets you nail him non-stop (you must still dodge the occasional singularity) Take any 2 of the following to horizon for best results: Miranda (Unstable Warp), Grunt (Survivability+Concussive Shot), Mordin (Incineration Blast). Make sure to hit Harbinger with ally powers every time they are on cooldown. Warp is good vs barrier+armor, Concussive Shot is good vs Barriers and Incinerate is good vs Armor, but always use them even if they aren't optimal, they still do some damage. Adrenaline Rush non-stop and shoot him in the head with an assault rifle or sniper rifle, and he'll be dead quick.

As a soldier playing through Horizon, you need to make sure you spam AR as much as possible. Also, take whatever opportunity you get to flank the regular collectors. Harby doesn't always go straight to you - he will go for your teammates too, which can be helpful. Finally, his cheese combo is his only real threat, but it can be dodged by shuffling in cover.

You can't use Jack's Warp Ammo before Horizon except on yourself. The OP is level 9 only - it's better to invest in other powers.
@OP; If you don't like Harby, use Flasbang on him (Kasumi's or your own). I don't know where you got stuck exactly, but if it's the final battle - remember Harby and Co won't cross a certain line; you can take them out easily from a distance (using AR+Mattock/SR). Heavy Weapons can make all Horizon fights pretty easy. You can bring Cain if you helped Zaeed, but the Grenade Launcher, Avalanche and Collector Beam are great too.

I haven't done a NG+ on insanity, but, I have to say, Collector Ship was a breeze compared to Horizon. I did my first Insanity runthrough as a soldier and died and died and died on Horizon but, once I got the Revenant, I was a happy camper. Given, this was before Firepower.
To OP: After spending hours failing on Horizon, I checked out some YouTube videos of Horizon. Before then, I'd read all the advice I could, but actually seeing someone implementing these tactics really helped me. I believe ThatAverageGatsby has some good ones.

Oh, I'm not arguing that. I'm just noting that you can't charge weapons in AR. GPS + AR = Heavy Weapon.
