In ME1 and ME2 you get major resistance from the council.
BUT, (if you saved them in ME1) it appears that you will need them when the time comes.
You already have the human vote, so who would you pick from the other species on the Council to give you backing?

Turian - Through conversations with the Turian Council member, I've come to the conclusion that he is the voice of harsh criticism whenever the Council is addressed; he is quick to point out any discrepancies in any arguement or situation. He voices the "why should I trust you?" opinion when others will not.

Asari - Through the conversations with her, she shows that she is willing to trust eaiser than most. She provides anyone addressing the Council with a sense of optimism about any situation. Her willingness to lean on faith in others, however, is weighed heavily by the Turian Council member. She voices the "I will allow this once, do not betray my trust" opinion when others are quick to judge.

Salarian - Through conversation with the Salarian Council member, one could find that he is without a doubt, the voice of reason. With the other Council members weighing heavily on trust (Asari) and distrust (Turian), he takes both sides opinions and weighes each accordingly. He then bases his final decision on what is presented before him by all parties. He voices neutrality, allowing for all parties to maintain equal rights. He decisions are the "I understand both situations, and will judge accordingly" ones, providing a sloution for both parties.

So, in Mass Effect 3, who would you pick if you had to?
If you needed to convince the Council of the Reapers, who would you appeal to?

I would appeal to the Turian. If you can convince him, your sold.

Simple, easy to remember.

I'd say the Salarian because he listens to sound reason only. I mean he would definitely be on your side if he walked out of his house one day and saw a reaper tearing up his front lawn, er spacestation lawn replacement.

I'll convince the Salarian. If Mordin survives ME2 (which he has in all my games), his contacts in the STG might give more information.

I'd go for the Turian. He's very solid in his beliefs. Now, if we could only convince him to share our beliefs...

My 2 cents.

The Asari represent diplomacy, the Turians represent military and the Salarians represent intelligence. Therefore the Turians seem most likely to go to war, the Asari want to negotiate peace and therefore be least likely to help you and the Salarians will probably base their desicion on mathamatical/statistical risk assesment of their own fate for going to war and not be persuaded by emotional cry for help but by some evidence/data you present to them to increase the statistical odds for it to be more beneficial for them to go to war then peace.

Examples:

Turian: Military

The resent humans. They dont think humans know their place in ME1. Probably because they are afraid that the Asari+Salarinas are consemplating in due time to replace the turians with humans as a third power base. Before the Turians there was the Krogans and before them the Rachni. The Asaris+Salarians replaced the Krogans so why not them? The Turians are all about knowing your place, loyality and order. And the humans are the new kids on the block that want everything now (like a council seat in ME1). However the Turians value honor and loyality so it would fit that even though they resent humans they are prepared to fight and die rescuing earth in the name of honor and brotherhood, since the Turians and Humans are in an alliance.

Asari:

Unlike the hostile turians and neutral salarian the asari have been portrayed as the friendly council species. Peacefull, caring and attractive. However it would be cool to have them portrayed as manipulating diplomatic politicians. Like the bachellor party in ME2, humans all the other species sense and see different things in the Asari and they all think that the Asari look most like them and they are most simular to the Asari and have a special bond. They were the first species to reach the citadel and have managed to manipulate the salarians to take share their intelligence with them and the turians to protect them military. Meanwhile they represent diplomacy and gain the most since they control the majority of the commerce and are represented as the richest species. Since they are masters of diplomacy they would negotiate a open or secret treaty between the reapers and the council that they can have earth but that is all.

Salarian:

The salarians are very logical and simply calculated a risk assessment and concluded that defeating the reapers was improbable to succed (10%) and the there was a higer mathimatical chance of the reaper honoring their word of only attacking earth (30%).

Walk into turian councilor's office. Drop Reaper carcass on his desk. Ask him to dismiss it.

On a serious note, I think the asari would be easiest to persuade, but slowest to act and would probably give you little more than a friendly word of encouragement. The salarian would side with you provided you bring irrefutable evidence, and would probably be able to provide you with some amazing intel and equipment. The turian would probably be the hardest to convince, but get him cranked up enough about going into glorious battle to save the galaxy, and baby, we've got dreadnoughts.

So yeah, I'd go for the turian.  Mostly for the military support, but also because charming/intimidating the hell out of him would be fun.

The beautiful asari lady for sure. Also, I would make sure to make her know Shepard's room.
