I missed it the first time. Was eating dinner. Had just beaten the Shadow Broker, was not expecting kissing as a dessert. Replayed the boss fight again. Was worth it.

My take on it (caution, long post incoming):
The Shadow Broker has an immense number of informations: we see around thirty screens displaying communications traffic. Trying to scale up quantum entanglement systems to a network of that size is immensely complicated and expensive - just trying to design a routing protocol to deal with nodes dropping out would be nontrivial. Therefore, it's clear that the Shadow Broker isn't using entaglement - this is a good thing.
The QE communicators, as presented in the ME 'verse, use custom-created pairs of particles. So therefore, replacing a damaged link means that both ends need to be replaced. However, if one is not using QE communicators, then there's nothing magic about the network terminal. The SB ship on Hagalaz is an interesting environment for communication. The lightning would likely cause RF interference. Furthermore, if the SB ship uses a RF/optical link to tap into the network-at-large, then that link could be intercepted. Optical would be harder to intercept, since it can be easily polarized. A unique pattern of polarizers could be fitted to the beam, to act as a secondary (tertiary, what have you) security measure. However, some of the EM radiation will 'leak out'. An observer would be able to detect a large amount of comm traffic, and could triangulate the position of the Broker's ship. Therefore, I'm thinking that the Broker took the middle ground - using QE communicators to tap into remotely located communication buoys, with free-space optical communication as a backup. If the Broker was to use small satellites in a low-Hagalaz orbit, with highly accurate optics, that would minimize the amount of data that would leak out. It's possible that free-space optics were the major method of communication.
Nevertheless, I'm expecting that the majority of the SB's communication traffic is running over the Extranet. There's nothing suspicious about carrying around an omni-tool. However, giving top SB agents 'weird' network terminals could arouse suspicion, especially if an agent was captured. As a general rule, the more data traffic flowing in a channel, the easier it is to hide something in it. I am expecting that the Broker is using one-time pads to encrypt everything, with the immense amounts of data required being generated by measuring the time between radioactive decay events. Perhaps measuring the lightning strikes on Hagalaz is another acceptable source for large amounts of truly random data. This encrypted data could then be stegagonographically encoded into a video stream or the like.
I was thinking about how to build a network like this using modern Internet technology. I would use video streams, specifically, pornography. Porn streams have a large viewership, and furthermore, nobody is going to be checking the lowest-order colour bits per pixel to see if there is any data hidden. I'm wondering if the encrypted traffic could be mixed in with other data - for instance, sine functions, to 'widen the bellcurve', hide any weird statistical patterns. I can imagine that in the next ~150 years, the resolution of the average porn video will increase significantly, thus facilitiating the covert distribution of immense amounts of data.
Regarding the 'Blue Brigade': Personally I would prefer a more Liara-specific name - that could be for any Asari (though obviously Liara has the biggest fanbase). Something like "Team T'Soni", which has the alliterative appeal.
