ETA: When he's talking about face paint and decorative tattoos, he's referencing all the alien species' designs processes. He just says they "extended that to the asari as well" so it may very well be that this isn't a contradiction. That he just meant it in a design sense, rather than a lore sense.

I still think they're 'cartilege' firm and not 'bone' firm. Plus, I would take the artist's word with a grain of salt, since they only do the visual design of the aliens, and not the lore surrounding them. For that you'd have to talk to the design team - which I would love to see.
Seriously, where is my printed "Aliens of Mass Effect" omnibus already? Why has this not been made?
