Maybe. But setting her in the role of the SB (also considering what she says) just so she can shut it down seems somewhat silly. Might as well just have the SB network get destroyed in LOTSB then.
I imagine she's still running the business per say, it's just she's no longer running it since she isn't there. It's not like she won't return to the job (unless Shepard says otherwise). Most likely she left Feron in charge until everything's finished.
I just refuse to believe that she just "left", and won't be coming back. Like say, "Yeah... being the Shadow Broker? Over it."
