Liara becoming a Justicar wouldn't ruin any chance of a relationship. Justicars can have relationships, they can be in love, they can have children, they can have sex, and so on - Samara's choice to have none of those while a Justicar was personal. She didn't want to let anything interfere with her duties.

It seems to me that (for Justicars):

Relationships = good
Children = not good

Samara tells Shepard that the Code is totally cool with romance.

Ah, yeah.  Woops.  It's been months since I've even played ME2.  Still, Liara becoming a Justicar wouldn't preclude her from being in a relationship with Shepard.  It would just complicate things.

Due to her own choice.  She doesn't want a relationship.  In another conversation, she says that the Code does not forbid romantic involvement.

Hmm, I'll have to take your word on that.  Still, the code would trump any personal feelings she might have.  Regardless, I think the alternate appearance thing is what it is, and not an indicator of her taking any kind of oath.  I mean really, going from archaeologist to successful information broker to shadow broker to Justicar?  I suppose she has the talent for it, but still I'm pretty sure Samara had to undergo an extremely rigorous training program (which likely took many years, as all things seem to with the Asari) that I doubt Liara would have time to complete in the time between ME2 & ME3.

IIRC, Justicar training is long and brutal, so there's no way Liara's already a Justicar, or even a Justicar-in-training, by the time of ME3. If the alternate appearance pack is supposed to hint at Liara becoming a Justicar, I think it's to indicate some expressed interest by Liara, in ME3, to become a Justicar, maybe after the war is over.

Could it be that the brow ornaments are simply asari high-fashion, or a symbol of authority, not necessarily Justicar-specific?

I'm sure it's just fashion. Though, I don't think Liara would make a bad Justicar, given how much knowledge she picked up over the last few years.

NO NO NO for Liara being a Justicar!

The girl has been a lonely archeologist for most of her life. Hell, she was a 106 year-old virgin (was, until Shepard). And now you people are clamoring her to become a warrior monk who "forswears family, children, and possession" and risks her life very day hunting down evil? How cruel can you be? And have you people forgot that she is much more of an intellectual than a soldier?

In my universe, Liara will do just fine being the Shadow Broker, doing whatever it takes to help Shepard save the galaxy and maintain its stability. Thank you very much.
