That's interesting. Do you mean Liara had to learn to love Shepard again (after two years) or that she just needed to let herself love Shepard again?
I think it's like Liara said, "two years of mourning doesn't just go away". You can see it in the slightly awkward kiss when they first meet on Illium, and how guarded Liara is around Shepard.
