It is now dec 2010, and I would think by now that the following can be done in some way.
I made a great character in ME1 360, and when I got ME2 360 I imported him. I did not get any chacter code. I want to use that characters appearance in ME1 PC. Is there any way to do this yet? Or will a character from ME2 imported into ME3 give a character code?
What if I put my 360 save file on a usb drive and stick in my pc, can I use a program to get the character appearance settings?
These games have been out for a long time now, somebody has to know how to do this by now. If not then Bioware better get on this for ME3.

When you pause and go to the squad tab in game, say as early as Freedom's Progress, there should be an Identity Code above Shep's head and name.
Is that what you need? Or do you mean using saves from 360 on PC?

Yes from 360 to pc. Actually I recently lost my ME save files, but I still have my ME2 360 save files. I still have the face I want, but I have no way to get the character code, since it was in imported face from ME. Is there any sort of tool I can use to get the face data from ME2 360 to use in ME 360 or ME PC?

Imported characters DO NOT get an identity code.
It's long, difficult, and aggrivating to get an imported ME1 character onto the other platform. Without your ME1 saves, the easiest of the hard ways is gone. (This involves importing your character into ME2 but "customizing" your face, going back and forth to check the custom face with your original imported face.)
With the Mass Effect 2 saves, I suggest using a camera or something to take screenshots, or leave the Xbox game on the squad screen (where the ID code would show up.) Using a mod to allow skipping of the opening scene, start ME2 on the PC and try to re-create the face as best you can. You can use this ID code to ensure all ME2 saves with that face look alike.
With the ID code, go to ME1 and start chargen. Go down the list, knowning that the ID code goes from numbers to letters (ex: 1,2,3...a,b,c... with a = 10/11) and try to get the sliders close enough. Ignore the scar slider; it's not in the ID code (do what you will there.) Near the end, you'll find that 1-2 other sliders aren't in ME2, so about the last 5 sliders are guesswork.
Let me know if that's too confusing, but that's how I did it a few times. I hope it helps.

I found my 360 ME1 save file with my Shep. Do you know of any way to get the face data from the save file to the PC version?
