You can romance shale if you are a rock. Or a dead bird. Try dog instead.

Short answer: You can't.

Longer answer: There are only four romanceable NPCs in the game, and Shale isn't on that list.

Even Longer Answer: If DLC's are opened up for modding, someone might put some statue loving in. Until then, see the longer answer and/or the short answer.
