I'm not entirely sure how the system determines whether the colony on Feros is "saved" in ME1. The outcome I'm concerned with is Shiala/the colonist on Illium, although I'm aware the council reacts differently immediately after Feros is completed, too. The possible variables I can think of include charming/intimidating/killing Jeong, saving/killing Shiala, and saving/killing the Zhu's Hope colonists. Is it some combination of all of those, or is it only dependent on how many colonists survive?
For instance, if I intimidate Jeong and let Shiala live but kill all the colonists, does ExoGeni's money save the colony or not? If not, how many colonists do I have to save? Is it the same number whether Jeong lives or not?

It is a combination. There was a thread a while ago that discussed the math behind it.

As caradoc said, it's a combination of factors, but to the best of my recollection, this is the numbers behind it:
1. In order for the colony to be marked as "saved", you must not kill at least 50% of the colonists. If more than that is killed, ExoGeni will deem the colony non-viable and pull out of Feros altogether.
2. If enough colonists are saved to make the colony viable, but Jeong is killed (that is, you couldn't charm or intimidate him), the colony will survive but will be struggling due to lack of funding.
3. If the colony is viable and Jeong is charmed or intimidated, he will convince ExoGeni to put in more funding for the colony, and it will become a success. Whether or not the colony is a success will only change the news broadcasts you hear in ME2 about Feros; it does not affect the quest mentioned in point 4 apart from some minor dialogue changes.
4. If Shiala is saved, she will show up in a Feros-colony related quest in ME2. If she was not saved, it will be some generic colonist who shows up instead. If the colony was wiped out, this ME2 quest is not available at all.
