Its basically un-acurrate but safe firing from cover.

You press a button and Shep will stick his gun out of cover and shoot randomly without looking where he is shooting which means it has very low accuracy but can help as suppressive fire or when enemies are closing in.

Pretty much although you can still take damage to your arm if they shoot it I think?
Been a while since I played Gears of War...

Its just mostly poking your gun out from behind cover and shooting as oppose to sticking your head out too. It's a nice little addition when you cant take too many hits.

You can fire with out exposing yourself form cover mainly to supress enemy fire, it's highly inaccurate, but can set you up to move to a more advantageous location or to move your squad in.

Katsumi. Lol.

Samara's model, Rana McAnear, has a website somewhere. She plans to cosplay as Samara at some convention...can't remember which.

Try the Rainbow Six Vegas 2 to test blind fire.

For some reason, I mention this game a lot when it comes to ME3. And I don't even like it that much.

It's pretty much as you'd imagine it: Take cover, stick out your gun and fire. Can be extremely useful at times, especially in close-range combat; it tends to be ineffective at long range. A lot of recent games, even non-shooters such as Red Dead Redemption, have introduced the feature.

^This feature exist since Gears of War and so those in every 3rd person shooter with cover taking mechanic, except Mafia 2.

I hope you can crouch too, or at least shoot in other directions without leaving the cover in front of you. It was kind of annoying to be killed from afar on ME2 when shooting at approaching enemies breaching your cover.

The addition of rolling should help with that.

Feels good knowing when a Krogan charges at me I can actually get the **** out of the way instead of shuffling my feet.

Being able to jump would had been good. Or quickly jump over cover instead of first crouching behind the cover and then jump over it.

That Garrus thing was also hinted at by the...I think it was Garrus' writer? They said he would have similarities to Mercutio and Wash (firefly/serenity).  Hope it is just speculation.

True, I wasn't saying they weren't. Mercutio is one of my fave characters in fiction. I'm just saying, they were probably aware of both characters demise when they said that.
