Except that's not logically possible at all. Literally everyone would know. Not only does it not make sense to lie to Shepard, for any reason, but seeing as how no one can keep a secret in the ME universe....
Also, doing anything without telling Shepard is not doing enough.
It's like being warned and shown proof that a serial killer is coming to kill you and your family and all you do is turn your porch light on as a deterrent.

It may be that the council is indoctrinated. They accepted that Sovereign was a Reaper at the end of the first game, but whether a writing error or a screw up, they didn't in the second game.

See i havent beat the 1st game since it first came out lol so i didnt remember they accepted it or not at the end. But your point only proves that in the second they choose to hide something from Shepard because he was working with Cerberus. So seems like what i said originally might not be too far off here
I dont think the Council has ever made a decision that totally made sense to us

heavy weapons ftl. hopefully we dont ahve to carry them around all the time. i HATED it. always used the flamethrower since it was the smallest.
Finally another person. All my friends loved the heavy weapons, and I hated them. Never used the cain, or any heavy weapons except the flamethrower, cause like you said, it was the smallest and least noticable. My soldier looks like he's carrying around a dinner plate on his back because of all the guns. I would have preffered not having heavy weapons at all, just give my soldier an SMG to place on the other hip.

I miss the ME1 grenades too. Plus, they sort of doubled as a mine of sorts. I could go for some sort of Claymore or "Bouncing Betty" type of mine in ME3.

The engineer class is supposed to have some sort of deployable turret. IIRC it's more of a distraction feature than a battlefield cleansing weapon of doom but I hope it works out especially since the engineer is my favoirite class and though I liked the combat drone it didn't seem unique enough as Legion and Tali have the same thing.
