London is going to be nice to see considering we saw it from the trailer and it's not been featured in every single game. Unlike New York, which has been done to death in video games and movies. People seem to forget that the cities still need to at least LOOK somewhat like the do in modern times (just more sci-fi like). It's been stated by I think it was GI that the dev team will attempt to try some photo-realism with earth locations. It's much easier to get photos/go to New York for a North America based company than it is to go to places like Asia or Africa. Not to mention some countries don't take nicely to being portrayed in western media (especially if they see it as being put in negative light).

I don't think, they think it's him. They just wanted to use an image of a guy and he was the only one they could find who wasn't identified as someone already. He's not the big ben sniper, Devs have said that several times I believe.

Bioware has confirmed that the sniper and Sanders are completely different characters.
After all, how could he escape Earth with Shepard and still be in London?
