To the eyes of the Council and of the Alliance Shepard joined a terrorist organization, s/he extinguished a whole species (the collectors) and then also destroyed a whole solar system, with 300 000 civilians inside it. They think that Shepard is now at the level of Saren, probably. So they choose another expendable soldier, wich also knows Shepard, his/her strategies and his/her modus operandi, to find him/her in case he/she won't accept to respond of his/her crimes. If so, the VS is a sensed choice, even the unique sensed choice.
If not, meh... another not-so-tought decision of the Council and the Alliance. Both Kaidan and Ashley are excellent soldiers, but still soldiers, not leaders. As Tela Vasir said the Spectres does the tought things, they blow up palaces and do whathever is needed, aside of rules. Ash and Kaidan are too loyal to the Alliance and too bounded to its rules imoh. I'm not saying that Ash and Kaidan can't become more indipentent, but until now it didn't seem that they're going in that direction as characters.
In fact, there are very few characters I can imagine become plausible Spectres: Garrus, Miranda (but only after the SM when she's no more a Cerberus phanatic), and Mordin. At least if we take Shepard as sample of a decent Spectre.

Wasn't Kai Leng a popular character in the comics or something? I never read them but this will probably excite some of the fans. Also, I wonder if Sanders will be American or British (or maybe even a different nationality). Probably American, most British people in Mass Effect are doctors.
