Yes, her character related reason to to increase her perceived attractiveness because the character is supposed to come off as sexy and desirable.
While I'm at it, she doesn't look like two watermellons on a *toothpick* to me. The rest of her is curvy as well.

You want in-setting reasons for the size of her breasts? I find that a bit unreasonable. That's like saying that you want characters to give you a 'reason' why they're dark skinned, or tall, or male other than simple genetics.
