Best Weapon and Skill setup For Soldiers on Insanity

What is the Best Weapon/Skill setup for a soldier on Insanity?
Currently I have in skills:
Heightened Adreneline Rush
2 in Concusive Shot
3 in Disruptor ammo
3 in Fire Ammo
2 in Cryo
Commando
Improved Geth Shield Boost
As for Weapons I have:
Mattock Assault Rifle
Widow Sniper Rifle
Blackstorm Projector
Geth Plasma Shotgun
Phalanx Pistol
I have all DLC packs and am only missing a few Heavy weapons and the Geth Assault Rifle.
Any suggestions?
(Armor suggestions would be nice too)

Skills:
Heightened AR
Squad Disruptor
Inferno Ammo
Squad Cryo / Improved Cryo - depends on if you like to use it or not, otherwise max the BP.
Commando
Lvl 1 Slam / Neural Shock / Stasis
You can ignore concussive shot, the BP depends on what you prefer, GSB is nice but not exactly necessary. You can use this link to check out other skill setups
Weapons:
Mattock Assault Rifle
Widow Sniper Rifle
Geth Plasma Shotgun
Phalanx Pistol
Cain / Avalanche
The Heavy Weapon can vary of course, but I like these two the best.
Armor:
Kestrel Helmet
Strength Boost Pads
Kestrel Arm
Ordinance Pack
Good for the Melee boost and more Heavy Weapon ammo, and I like how the Shoulders look compared to the others available.

I also am wearing the full Kestral set except for the helmet. I got the one with the full blue light mask that decreases shield recharge time.

I recommend the Avalanche because the time a target is frozen is longer (more than 10 secs, even for Primes and YMIRs), insta-dead husks and the AOE is decent plus there is a good amount of ammo. It also is decent at stripping defenses and you can fire close range and near ur squad.
Also, if you like, you can the use the Capacitor Chest Plate that gives an additional 10%. Here's the wiki page for all of the armor pieces.

As for skills, ditch Concussive Shot. It's awful. And as a general rule, don't take a bonus power with a cooldown period that exceeds Adrenaline Rush's in length. You'll want to use Adrenaline Rush almost every chance you get.
Mattock + Widow is probably the easiest way to play a Soldier on Insanity. You'll kill quickly and be in very little danger.

Stasis is a fantastic 1 point power, specifically for annoying enemies that you want to completely unman. I would take it on a Soldier and probably use it no more than 5 times through an entire playthrough, and 3 of those uses would take place on the Disabled Collector Vessel. If I wanted to get more use out of a power, though, I'd go with Slam. I haven't warmed up to Neural Shock yet.

Stasis effectively removes one enemy from the fight for a time, surrounding it in an indestructible shield. You can see some uses of it in this video. Stasis requires Lair of the Shadow Broker. If you're playing on a PC, you probably won't be able to select Stasis as a bonus power when you create your character. Once you get Mordin, though, the research console will have it available (advanced training).
Stasis also has a strange side effect, allowing you to deal incredible damage to enemies as they fall out of its effects.

1) If you stasis the last enemy in an area, your squad mates will revive the same as at the end of a battle.
2) If you happen to hit an enemy as they are falling down after stasis it will do INCREDIBLE amounts of damage, to the point of being able to kill a undamaged Ymir mech with one or two shots using GSG, or 300M.

Slam can also insta-kill husks and seems able to neutralize Scions' melee attack.

I agree, but if you like, you can certainly use Heavy Slam to great effect also,
that is, if you would level that instead of cryo ammo.

High level Slam is an entertaining power, especially when used on weightless targets, and is certainly effective at locking down a single target. And any level of Slam used on the flying geth drones in Tali's recruitment mission will be enough to bring a smile to your face.

Well as Sinosleep pointed out earlier, the key is to maintain AR for the soldier class.
Slam and Stasis are fine at lvl 1 for a soldier, and Stasis will be more situational anyway.
But Heavy Slam could has some utility in more areas of the game and can also send unprotected enemies off collector platforms as well as being fun to use overall.

If you would favor a slight weapon damage increase, then I can recommend,
Kestrel Helmet (or Recon Hood of you have it)
Kestrel Torso
N7 Shoulders
Stabilization Gauntlets / or Kestrel Arms
Than, legs could be Kestrel for shields and HW ammo or Ordinance Pack for the 10% HW.
The Weapons are the same as posted eariler.
