She is perhaps the most popular character in the series, i'd say she has a decent shot at returning. But nothing is a given, because Wrex was just as loved in ME1, and he didn't make the cut in ME2.WowWTF wrote...

About the others... it's an interesting point. I'll be curious to see which one will be the canon ending of Suicide Mission and how the various characters dealt with their problems.

Please... no. It's not a Pokèmon game. i don't want and army of character, in fact, I'd like to have back a smaller team, like ME1's, with just 1-2 newcomers and the main characters of previous game who survives.

Protheans! That's quite an interesting idea. The ones on Ilos were in cryostasis until their power supply ran out, but it's conceivable that others were better had better resources.
Now there's idea. Tech that was used to bring Shep back used to clone Protheans and Liara/Shiala using their abilities to transfer the cypher to the clones. Sounds a bit like Fifth element but an interesting thought.

I dislike the concept of making any choices canonical, which is why I was pitching the other alternative. Certainly having a fixed set of canonical ME2 imports would tend to put the focus on them and make spending resources on the other NPCs harder to justify. Adding an element of randomness would make playthroughs different for newcomers and justify the other characters' position in the game (and the game budget!)
That said Ashley, Legion, Miranda and Wrex would already make me quite happy, but again, I'm hoping for "totally mindblown", not "reasonably satisfied" on this game...

If you did, too bad for you, replay the two first games better if you want more squadmates. They would work kind of like the squadmates you didn't have to requit in ME2. BioWare could even make them DLC if they don't think there is enough room on the disks (that should be many and filled with good stuff like interesting and cool aliens anyway).

Miranda & Jacob: I quit Cerberus and so did they. They know about the reaper threat and how important it is so it makes sense that they would stay.
Tail: She's been exiled. The only place she has left is the Normandy.
Garrus: Shepard is his only friend. He'll stay.
Samara: She said she would leave after the Collector Base was destroyed. I doubt she's a party member.
Thane: Is dead. Plus he is sick so I'm going to say no.
Jack: I get the feeling Jack doesn't care enough to stay.
Mordin & Grunt: Both could stay or leave really. Hope they stay though.
Legion: His fascination with Shepard will keep him. Plus I feel like we still know so little about him.
Kasumi & Zaeed: Both DLC characters so I doubt it. I wish Kasumi would stay though.
As far as new characters go I'd like to see...

Damn I can't really think of anybody new I want. I like the old characters.

Dammit, I want a squad of Humans for Jack Shepard, he worked real hard to make sure he had that by end of ME2.
A couple of new human squadmates will do nicely thank you very much
Besides, we've never had a Human Engineer yet
Soldier - Ashley + Zaeed
Vanguard - Erm... Jacob
Adept - Jack
Sentinel - Kaidan
Engineer - None yet
Infiltrator - Kasumi
I reckon Kenneth Donnelly should get promoted to Squad status, so he can go help kick the Reapers in the daddy bags, then go back to his spot on the Normandy and tell Gabby all about the adventures he goes on
We could probably do with a Human Sentinel Squadmate too, for those who Virmired Kaidan (just as Zaeed is Ash's foil).
Doubt Ken will get squad status, but this does have me wondering if ME3 follow suit of the previous 2 games, we'll have 2 new human squadmates at the start and this time they will be Sentinel and Engineer. Engineer probably male and Sentinel female (seeing as we got Ash/Zaeed, makes sense that it Kaidan/Female and Engineer male will be a LI just as the Sentinel female will be)

I disagree with your comment.
1. Kolyat: The whole purpose of Thane's loyalty was to stop Kolyat from becomming an Assassin. Also, he's untrained.
2. Shiala and Reegar: These two could both be killed- it's unlikely that Bioware will waste resources on making them squaddies when they will be absent from many peoples' stories.
3. Paul Grayson is *MASS EFFECT:RETRIBUTION SPOILER ALERT* dead in case you hadn't noticed.
