I've heard on these forums that ME3 has been in development since before ME2, so they've given themselves 2+ years to work on it with a late-2011 release date. I hope that allays some of your fears.

I think it makes sense to use a city that is symbolic to the game's audiences. China or infact any asian cities would not be in it because it isn't symbolic enough for the audiences. Some people don't even know where Jakarta or Shanghai is in the world.
Any American cities would have been great except that it was far too overused.
