The entire reason that they have to do this risky campaign rather than just warp in and destroy all galactic resistance in a week is because they stopped Saren. And the human race is obviously very innovative, seeing as they brought the dead back to life. They do seem to pose the greatest threat, and Earth is not only the largest hub of them, but their icon. Destroying it would be very demoralizing, to all races.
As Mess Sergeant Gardner put it "good ol' human ingenuity" could be their greatest conceivable threat.
If someone destroyed your home would you sit in a corner crying and then admit defeat and surrender or would you pick up a weapon and find the one responsible for it? Attacking Earth would turn 12 billion civillains in to 12 billion pissed off troopers, which the Reapers would then have to kill, they would be denying themselves slaves and resources.
As for bringing the dead back to life, Shepard's ressurection is still in doubt as any medical doctor will tell you that if the human brain is starved of oxygen for more than 6 minutes, you will incur irreperable damage. Now while the Lasarus project could in theory rebuild the human brain, it wouldnt be able to restore of of his lost memories and knowledge. Shepard's brain would have to augmented cybernetically and then programed with as close to his original memories as possible.
