Here's my theory... Bioware evenly split the potential successful outcomes in both ME and ME2 between paragons and renegades. That sentence didn't even make sense to me, but here's what I mean:
ME1 final choice: Saving the council will be beneficial in ME3
ME2 final choice: Saving the collector base will be beneficial in ME3
I'm not as sure about the Rachni/Genophage/Geth/Quarians, but my guess is you can only satisfy one, unless there are external factors, eg. both Keeping the genophage and saving the rachni would cause one side to be unloyal, UNLESS Wrex survived, or the Geth and Quarians will war in all circumstances, unless Legion was not sold.
This way it splits up the paragon/renegade choices to have equal benefits, which is really what a lot of people have been worried about. Anyone else think this is possible?

My 2 cents:
~ Sacrifice council - Helps in war but leaves an unstable galaxy afterwards.
~ Save council - Results in more dead but more stable galaxy at end.
~ Save Rachni - Help in battle (despite that I still kill them), less stable galaxy
~ Save base - Help in battle, less stable galaxy afterwards.
~ Save genophage - May help in battle, less stable galaxy.

Well now there's a possibility I hadn't considered - all in all, the Paragon choice is the most beneficial choice for ME1, whereas the renegade choice is the most beneficial for ME2. I'd never thought of that since I play mostly all-Paragon.
If I had to guess, it'd be harder to convince the Citadel races to work with you when Cerberus holds the Collector Base, especially since it's no secret that TIM plans to use it to secure human dominance in the galaxy. But at the same time, if the proof of the Reaper threat is in the pudding (Earth being wasted), then perhaps the Council will be more willing to act now and iron the Cerberus/Collector Base issue later. Maybe Shepard could even force TIM to give concessions and give Council scientists access to the Base in exchange for their cooperation. Personally I'm looking forward to the possibility of crashing both Cerberus (the things they've done are unconscionable) and the Shadow Broker network (It's just too Orwellian, and I can't let it change Liara, even though I didn't romance her in my main playthrough) in ME3, so I'd be quite intrigued about what would happen if the Collector Base is saved. I guess I'll find out - my current playthrough has the Council saved, and is on-track to preserve the Base.
