Possibility of Bioware making aftermarket mod tool?

I was thinking about this yesterday. I have modio, but for some reason saves for me2 can not be uploaded on to the 2006 xbox, but me1saves can. I'm a noob, so when it comes to the coalseed ( or however u spell it ) editor, modding from that isn't likely. So, I came up with this idea. Why can't Bioware make an aftermarket disk for pc/360/and ps3 that you download to your hard drive, that would have modding material on it?  I bet it would pull in some cash, but i don't know if it's already out. Is it? Thad be sweet if it was.
