Squad mates for ME3

Garrus and Tali are good possibilities, because of their tremendous popularity.
Miranda may also return as a squaddie, since she was so darn hard to kill in ME2.
I don't see any of the other squadmates from ME1 and 2 returning in more than cameo roles.
As for totally new squaddies, it would be interesting to recruit Aria T'Loak. Kal'Reegar would be cool, too, but he can die in ME2, so I doubt that will happen.
Kahlee Sanders, maybe?

While I'm not fixed with ME2's team, as in, I understand they were recruited for the suicide mission and they shouldn't be mandatory as that was their role in the story, still we spent a lot of time knowing them not to talk about the LI's to just toss them aside, yet, they could all potentially've died in the SM.
My best bet is that we'll be getting Virmire Survivor for sure, Liara in some fashion (but probably in a SB support role) and some new additions as a base, and from them we'll potentially have all surviving and still alive ME2 squadmates.
Titanical work for BW but I trust they can pull it off.

Ashley/Kaiden are probably set to rejoin you, especially since the Reaper attack on Earth is bound to finally get the Alliance moving. They seem likely to be assigned again to the Normandy and their old commander.
Tali could succed her father as the admiral and serve to help mobilize the Quarians. Legion could do the same for the Geth.
Miranda and Jacob would probably stay on the Normandy.
Everyone else would either stay or be replaced, depending on Bioware's plans.

Garrus and Miranda - our liuetants, and the hardest to kill in Suicide Mission, 90% present.
Tali and Legion - key factor in the geth\\\\quarian situation, present, unless BW solves their people's problems in a bridge Dlc or use them as NpC, Tali Admiral for example... but she has 1/2 of chances to be exiled... in that chase Normandy remains her unique home. I see her becoming Admiral after the war, if we reach the peace with Geths, redeeming her.
Mordin and Grunt - same as Tali and Legion, they're the key to solve krogans subplot. Maybe Mordin can become and NpC, but still remaining aboard, 'cause his relatively old age. Grunt is a pure warrior, there's nowhere else where he would be.
Thane - if the kepral's syndrome don't kill him I count him in. He wants something good to die for. Eventually he might remains aboard as NpC, if his sickness deabilitates too much him
Jack and Jacob - less popular than the others, but they're LIs and with serious reasons to remain. Jack doesn't have a place to go. Eventually Jacob or Miranda might be killed in a Virmire style situation.
Samara/Morinth, Kasumi, Zaeed - they're practically freelancers. Maybe Kasumi...
Liara Wrex, and VS - they're out of the team, for various reasons, but still they should have some important rholes.
The first 5-6 I nomineed seems the most possible returns imoh. The others can always remain as NpC or added with Dlc later.

I do not think we the fanbase should begin by implying that we should settle for anything less. Nor do I think it particularly unreasonable to expect the final act of an epic story arc in a very popular game franchise to require the additional material and resources need to include them.
I think it would be absurd to have spent the entire second part of a trilogy building a team and establishing character bonds only to have them drop off the radar or be relegated to an offstage role for the final act. It likewise would not make sense for your team members to go back to their old life when many of them will not have a life to return to if your mission fails.

Legion - cause he's intense, and his story is interesting as hell.
EDI in some sort of mech body (for Legion's love interest
Wrex. He requires no explanation.

You're probably right, since the LIs are, for better or worse, an integral part of the experience and have passionate fans. Not sure how I feel about that, but that's a different discussion.
I HOPE that in ME3, you'll have a set squad size, and you can pick and choose from any who are alive between ME1 and ME2, and new squaddies. The ones you don't pick get to lead armies in your stead or act as basically Anderson or Joker-level non-squad major NPCs. I doubt that will actually happen--it's too much to implement.

That was my original thought, too, but I've softened a little bit on that stance. I think BioWare might find a way to get Garrus and Tali (and maybe Miranda) into the action as potential squaddies. A lot of it will depend on whether they're willing to go to 3 discs.
