Is there any way to remove buff and debuff particle effects completely?

Nothing destroys immersion more than having a lengthy conversation with red lines all around your body. I have a mod that changes a few of them to short durations, but it doesn't affect many. Is there any way I can use the toolset to just remove these effects entirely?
