its just hard to say i wouldnt have a blast playing in ME3 as sehaprd with a few buddies playing with grunt and liara as squadmates.

I hadn't thought of that but yes, if I could jump into another players campaign as a squad-member without it affecting my mine storywise then it could work. That being said, there should be bonuses earned while in another players game otherwise I'd have almost no incentive to play co-op. The "fun" factor of playing with a friend will become old after a while.
Let's remember that this is still an RPG. I don't play ME to pew pew bad guys and earn l33t kills, I play it because of the story and character progression. At the very least XP earned should carry over to my single player campaign along with any other bonuses BW can come up with.

This could be made like RE5's co-op. You can voluntarily drop out after a combat mission and join another game.
Thoughts?

First, Bioware have a fixed amount of resources (money and programmer time). Spending some of that on multiplayer means it is not spent on singleplayer. If a game engine was not designed for multiplayer then adding it is definately nontrivial. On the other hand, the publisher may think that multiplayer will lead to more sales so they may budget more resources.
Second, if a class-based game is to support PvP then the classes need to be balanced wrt each other, which affects the singleplayer experience.
