The top of the leg, by the waist, looks collector-ish to me! However, there is just not enough detail to do anything other than speculate.

I don't buy that it's a collector. The head doesn't look right, plus the Collectors have glowing eyes, we would see them.

I'm not sure of what it is, but a collector its not. You're absolutely right there. Ans remember the collector are used for snatch-and-grab. They aren't meant for heavy combat. The reapers probably bred another species to fight actual war. It could be a husk, but to me it looks like its holding a weapon.
Collectors might still be around though, and just because they're not attacking planets doesn't mean they're not up to something...

Now that BioWare has officially announced Mass Effect 3 with their press release yesterday, I'm going back to my age-old thread closer here: Mass Effect 3 is a single-player game. Feel free to dissect the trailer in this thread, I suppose.
Edit: Earlier today one of BioWare’s volunteer moderators answered a question about the possibility of multiplayer in Mass Effect 3. That statement was not official. BioWare has not discussed any features for Mass Effect 3. We look forward to sharing more next year.
