It really shouldn't be called Dragon Age 2 as it's not a sequel. I never understood why Final Fantasy is numbered this way either. The games aren't related.

Not all sequels are direct sequels. While I suppose I see what you're saying about Final Fantasy - I say suppose since I don't play those games - DA:2 is clearly a sequel:
Neither the protagonist nor gameplay features need to remain consistent for the label sequel to be appropriate.A sequel is a work in literature, film, or other media that portrays events set in the same fictional universe as a previous work, usually chronologically following the events of that work

Well, we could get in to what constitutes a sequel. But beyond the fact that it is set in Thedas and your actions from DA1 carry over, it's because the people making the game want it to be one.
I mean, we can do this all night, but that's really what it boils down to. What the creators call it. Now, do you personally want to think of it as a sequel? That's entirely up to you.

Because they keep the basic of their story the same ..
