and Morgan Freeman should narrate the end of the game. This is not debatable.

Billy West is the guy who plays Fry on Futurama. I like his voice, but not sure what role he could play.
Hank Azaria. They said they wanted more humor and Azaria can pull off just about any accent extremely believably. Need proof, just watch Mystery Men and Along Came Poly for spot on British and French accents.
Patrick Stewart. Maybe a nod to his role as Picard?
James Earl Jones would be awesome as anything. ANYTHING.
I think Ian McKellen would make a good biotic or something because of his roles as Magneto and Gandalf where he had powers.
Sergeant Stackers voice actor. The sheer amount of awesome hearing him lead some troops into battle would be awesome. That is two awesomes in one sentence.
Wayne Newton. I love his voice.
Felicia Day as a squadmate. Or an NPC on the ship.
Liam Neeson. He needs to be in game.
I thought Josh Keaton made an EXCELLENT Spiderman in SMSD. He could play a human or Salarian.
Tobey Maguire. I've always really liked him since he did Spider-man.
David Scully as a marine. Johnson FTW!
Steve Downes as Master Chief. Nuff said.

but as someone else mentioned, Morgan Freeman and James Earl Jones on the Human Council would be monumental. Actual chances of getting most of these actors/actresses is slim, sorry to say.

Have a scene where Marines are cornered and have Bill Paxton as one of them, need I say more what his line would be.
Zachary Levi would be brilliant as a Quarian like mentioned before.
R. Lee Ermey should play Ash and Sheps drill instructor from Basic Training.

Since we're only meant to assume that he died, if we didn't see him at the end of Tali's recruitment mission, it's entirely possible he could return.
Having him as a squadmate would be sweet!

Anyone else from the Chuck cast would be hilarious, obviously.
More importantly, though, as others have already said - EVERYONE from ME2 needs to come back if their character comes back.
