I am trying to create an area in 'limbo' or the astral sea. Because of this I want the area to always be night, with the stars overhead. Unfortunately the 'always night' setting on the area seems to be useless.
Anyone know the solution to this issue?

It won't in the toolset have you looked in the game. You need to change from default or set the default in the toolset.
Also have you set day/night cycle to false?
Also is it an exterior area (had to ask).

In the toolset, if you want it to be Always Night, you check it in the Properties tab for the Area...
BUT
While you're working in the toolset you won't see that unless you set it to the Nighttime Setting.
WHY?
Because who in the hell really wants to build in the dark, right? So the toolset has it set to default by default and you have to either pick the setting you want to play with (which is really useful when you're adjusting those settings, by the way) or check in-game. If you set the day/night cycle to run, it's going to run in the toolset, but in-game, if you have the properties set for Always Night = True, then it won't do that in-game.
As quirky as that is, it is one of the few features that, upon examination, makes sense.

I don't know exactly what the night checkbox does, it might either use only the night stage settings, or only the default stage settings. Either way, I don't think it will display the night sky with the moon and stars exactly the same as an area with a regular day/night cycle.
One possible kludge would be to add a heartbeat script to the area, that after confirming that the PC is in the area, checks the time. If the time hour is getting close to sunrise, it advances the time all the way round to just after sunset. The effect should be a moon that is continually moving across a starry sky. If your module's minutes per hour is fairly high (>5), the moon's movement should be unnoticeable.
You might want to look into some skyboxes off of the vault, especially if you want a more surreal nightscape.

First off.

I understand how the toolset's settings work and I work with 'Default' lighting. I also realize I have to test ingame to be sure. I have tested and it is always like high noon when I load it. Then I tried the day/night cycle on... and it had no effect. I have fiddled with the settings and tested multiple times in the game and I can't seem to effect the day/night cycle at all.

According to what the notes say about Always Night, it only determines night for rules purposes only. I read that as for like penalties against creatures that are affected by daylight, etc. So it does nothing for visuals. What have you done with the default cycle settings to make it look night?
What do you mean you set the fog to night settings, the 'Use Day/Night Fog Color'? If so, that won't make the default setting look like night.

@SofS, if I understand your question correctly you want a starry night by default? NP.
This is what you do…
Open: toolbox/mod/area. Then go to: area properties/ export properties/ Environmental settings /Day-Night Cycle.
You will see a list of day settings, pick the one you want. In your case “Nighttime”. Click on nighttime and it will ask you to save. Save files as “Nighttime1” or whatever you want to call the file and then save.
*Make sure you save the file someplace that you can find it.*
After you have your file saved, go to: properties/ Import properties/ Environmental settings /Day-Night Cycle.
Click on Default, find your saved file, open, save area and then restart your toolbox.
There you go, a starry night by default and if you need light to work by? Day-Night / daytime and you have light to work by.
“Always Night” is for rules only, determines the + and - of combat, sneak, Perception Range, ect.

You may also want to set the skydome if you have MotB. If you set it to fx_skydome_dream you will have the stars, just don't set the sky ring (hills, mountains, forest etc)
