On the rogue note, it does seem likely that some of these people did things without TIM's approval. Archer was feeling the heat and then went bananas and *SPOILER ALERT* did those horrible things to that specific person *SPOILER*, TIM did not specifically order him to do that. Same with the Pragus facility.
Sorry, but I can't accept that every operation that goes bad for Cerberus all when rogue. I will agree that Pragia *did* go rogue because the logs there clearly indicate that they were hiding their experiments from TIM. But the problem exists that according to EDI (after she's freed from her programming restrictions) that TIM keeps the number of cells limited so that he can keep direct watch on all Cerberus operations, that means that either TIM is incompetent (highly unlikely) or very aware of what is going on within.
Personally I sympathized with TIM throughout most of the game, since he was much more of a realist then others (especially over the Collector base issue). Id like to point out that without the horrid TIM or Cerberus there would be no Shepard alive for Round 2 *Ding Ding* and thus the Galaxy would be royally screwed. So yeah, TIM for Galactic Savior.
again, we'll have to disagree about TIM being a "Galactic Savoir", yeah, he brought you back for the Reapers, but he also has his own agenda going on with your resurrection. And as to giving the CB, that's about as smart as (gotta thanks AdmiralCheez) giving anthrax and nuclear weapons to Jesse, James and Meowth who are the very epitome of incompetent and regularly prone to creating their own disasters in every one of their *plans*...
