Hey guys this fix worked for me - I tried the troubleshooting that was posted and it did not work.

This is a simplified version of what he posted, he left out deleting the updater - anyways I hope it helps.

The hardest part was finding the updater which you have to have show hidden files enabled to see.
Then you simply go through My Computer - Documents and Settings - All Users - Application Data (This file is hidden) - Bioware - Dragon Age = Delete the DAUpdater Folder.

Here is the actual process that I followed to get my downloadable content to download!  Hope it helps!

Select the Start Menu and Run
This will put you into the DOS prompt.

Type "CMD" and click Ok.
Copy the text : net stop DAUpdaterSvc
Go in the CMD window and right click at the end of the line, select "Paste".
Now once its done.
Go to the below given location: by selecting My Computer from the start menu
C:\\Documents and Settings\\\\My Documents\\BioWare\\DragonAge\\Settings'
once there delete 'Manifest.xml'
Again go to the below given location: -
C:\\Documents and Settings\\All Users\\Application Data\\BioWare\\Dragon Age\\'

(Application Data is a hidden folder make sure you have show hidden enabled from Tools located on top of the explorer)

and delete the 'DAUpdater' folder.
Copy the below given line, and paste again in CMD window: -
C:\\WINDOWS\\Microsoft.NET\\Framework\\v2.0.50727\\InstallUtil.exe "c:\\Program Files\\Dragon Age\\bin_ship\\daupdatersvc.service.exe

If your version number differs then you need to make sure to update your Microsoft Framework to this most recent version and then you will be able to continue.  If your game paths differ you will also need to change those paths - so I hope this helps and goodluck guys.
