The irony here, to me anyway, is that pistols are really backup weapons in the real world. Most military personnel are never trained to fire them, they only have a very short effective range (50 metres compared to 400-800 metres for an assault rifle), and have little ammunition. They're good in that they're very compact and don't weigh that much, but you wouldn't go charging into battle with them.
Going back to the ME universe though, they're like miniature sniper rifles which just doesn't sit well with me - plus, with the advent of the submachine gun in ME2, the pistol really seems like something that should be relegated to the position as a backup weapon. For example - using the whole ME2 heat sink concept you could change the pistol so that it is more like in real life (ie, not particularly powerful + has limited range) BUT instead of using heatsinks, let it either a) use the old ME1 heat buildup system, or
Either way, the pistol would have unlimited ammo. This would work pretty well in that it would have that advantage over every other weapon, but because of its limitations, you wouldn't want to use it as your primary weapon, just as one to use when your rifle runs out of bullets *cough* I mean heat sinks.
