It looks very nice, simple and effective. It's like what Shepard wears when she goes for a jog around the Presidium or something.
She puts the hood up when she doesn't want to draw attention, but still recognisable enough so that C-Sec officers know not to bother her.
"See there, that's Commander Shepard...yeah, THE Commander Shepard. She's got her hood up, rookie! That means she don't want to be bothered. Keep walking your beat, son."
