Yuriah may have it later in the game. He had some extra dialog after I got the merchants to come to Vigil's Keep and completed that quest. After that, he had new things for sale, including that recipe. I think I had to agree to use soldiers to guard the trade routes, too, in order for it to pop, but I'm not positive.
