Playing Mass Effect 2 DLCs on Xbox w/o Xbox Live

Hey, I'm trying to get the new Mass Effect 2 DLCs for Xbox, but the
problem is that I don't have an internet connection at home. Does
anybody know what I can do? Can I transfer the the DLCs to a flash drive
and pass them on to the Xbox?

From what i understand it has to have been purchased from the account/console that is using it. So that'd be a no.

Polite is correct. You need to either recover your account, thereby transferring it to another 360 or you can google how to transfer game data to a new 360. Both require X-Box Live, if I recall. In actuality, I am almost certain you must have at least a Free account to even access the Cerberus Network, which is required to play DLC.
