For my latest vanguard playthrough I'm trying out using sniper rifles and having that long range opening salvo tactics before charging in. Also plan on going for possibly aoe reave and aoe pull for a more biotic heavy run. So far its working out fine. Its probably not as powerful overall as the typical claymore gard thats 100% focused on charging, but its a very forgiving build so far for an insanity vanguard run.

In the end all classes use their special ability all the time. Vanguards and Soldiers are the worst but remember that the unique powers do add that feel of 6 distinct classes. I would have prefered something besides shockwave. Shockwave does have a few limited uses but I have never went "damn I wish i had more points in shockwave right now. I would have loved vanguards to still have Warp but that could have really made them too good. Throw would be fun. I like using Slam, Throw, and Pull together. Makes me feel like a Jedi. :)

With that build, aoe reave and pull field, shockwave will get you again.

10 charge
10 passive
10 reave
10 pull field
3  shockwave ( to get pull )
So you can't get inferno ammo with that build, which is usually important.  I think the designers put the shockwave as a condition for pull to prevent an optium build like you are trying.

Just skip Reave and you'll be fine.  Pull's CD is so short you can spam it whenever you want you can use teammates with Warp intead of getting Reave.  I did a build like that a while ago and it worked great.  Cryo + Viper works really well.

You can always pass up on shockwave and pull field as well and take reave your self.  The benefit being if you do reave, someone else does pull field, and someone else warp bombs all 3 are instant casts.  When you use pull field your self it is a thrown biotic power.  Also this way you can get squad cryo.

The real cure for one trick ponies is to bring back individual power cooldowns. There was never a problem with this in me1. Maybe some compromise between global and individual cooldowns. Also make shockwave not suck and have some upgrades for combat powers.

Shockwave not sucking would be enough of a fix IMO.

Actually, I just discovered that Shockwave still has a slight damaging/knockback effect on protected enemies.  Still sucks, but it gives Jack something to do while you're reloading.

You just discovered staggers!  It's why I love Jack.  So many uses for her Shockwave.
