Normally, you develop a game for PC to take advantage of the newest GPUs. Then when the console versions are being developed you turn down the visuals. Because a 360 and PS3 just can't compete with newer NVIDIA and ATI GPUs.
They had to do that with DA:O. This is why the Xbox 360 version of DA:O had very bad graphics. Colors weren't as vibrant and it suffered from framerate drops because a 360 just couldn't handle DA:O's visuals. You can't blame BioWare though. The Xbox 360 was released in 2005 and you're getting six year old graphic tech. Makes sense. The PS3 version of Origins was a little better but not by much. At least those of us that had good PCs capable of running DA:O maxed out were rewarded with much better visuals compared to our console counterparts.
Unfortunately, since Dragon Age 2 is being developed PRIMARILY for consoles, all platforms are now limited and hindered by the outdated GPUs of the Xbox 360 and the PS3. Console port.
