Okay, if you're going on the 'support the mages' route at the end of the game in a rivalmance, you WILL lose Fenris. If it's Rivalmance, you have to support the templars.
My recommendations for getting Fenris are to wait until you've aquired both Anders AND Merrill, then go for it. I started with some rivalry points because I hadn't gotten Merrill and brought Fenris with me when I went to get her. I also got a few to start because I was playing as a mage (and flirted with him, Rivalry +15 for that one). You should NOT bring a mage if you don't want those rivalry points. When you talk to him at his house after the mission, as soon as you get the flirt option, take it. In fact, with the exception of the first time (after you leave Danarius's Mansion) EVERY time you get a flirt option, take it.
Whenever you're given the opportunity to send a mage to the circle (this is appropriate with Avelline, as well), DO IT if Fen is in your party.
Shortly after act 2 starts, if you go to the sundermount region, you should get ambushed by some hunters looking for Fenris. Go after them (With Fen in your party) IMMEDIATELY. Don't wait around because you'll either get attacked by more (and he'll get angry), or he might abandon your party altogether. The dialogue options should be fairly simple for that part. If you get the opportunity to ask Fenris his opinion, DO IT. Mid-mission, you'll come across an elven slave girl. Give her some coin and send her on her way. (Fenris says she'll probably get robbed, but you snag +10 to friendship).
Also in act 2, there is a gift for Fenris in the Alienage at night, for easy friendship points.
Don't count on the strategy guide (book version) saving you. It IS possible to have a friendly romance as a mage (I'm doing it and the friend bar is full).

Also, I can confirm too that a mage can be 100% friendly and in romance with Fenris. Just started Act 3 so I'll see how it goes from there. I've kind of taken a somewhat neutral stance between mages and templars so far, but usually leaning towards there should still be a control over magic.

Seriously, I got to 100% friendship with him by the beginning of the second act as a mage. Just be mean to mages in a few quests and then you never have to be mean again. After it gets to 100% it won't go down no matter what.
But unless I'm missing something, I found Act 3 with Fenris to be really lame. His quest was way too short and the conversation after was pretty lame too. Where is the screenshot that we got from Romance announcements thread from? C'mon, we should at least be able to see the guy without a shirt.
And there are still a whole lotta questions left for me about him. I keep hoping I'm missing something but I don't think I am.

I was hoping it'd get better at the end, but
It sucks, too, because I find DA2's companions BETTER than Origins'. They're more complex, darker, less shiney and more real. When we get these amazing characters like this, I really wish that we could delve deep down and ask them about their lives like we could in Origins. Hell, I'd even be okay with the characters refusing to answer the questions. I just wish we could ask them.
(It's bothering me that my Hawke can't roll up to Fenris and be like "SO WHAT'S GOING ON, IS THERE ANY FUTURE HERE, ARE YOU GOING TO CHANGE YOUR MIND?" I'd happily take a rivalry hit, and even have him say "I DON'T WANT TO TALK ABOUT IT" and nothing more. I just want the option to ASK, you know?)

D: what quests did you do? I've been going to his mansion after every quest in Act 2 and he just gives me stock dialogue he'll give you anywhere. the only time it was different was when I brought him the book x_x... does it require filling the bar to 100% one way?

Yeah, I've already done that, that's the problem. I've returned to the Hawke estate after that and we had a conversation, but it ended with him saying "it would be best for both of us if I left." (paraphrasing there obviously) From what I know this is a different scenario than when he visits your estate later on and initiates a romantic scene, which is what I haven't been able to get.

I played around a little with DA2 console(it's cheating, I know
1. You have completed "Bitter Pill" quest, initiated romance before, friendship/rivalry is >50% and Hawke isn't romancing some other character at the time(I had to remove "active" flag for Isabela's romance and only after that it worked).
And probably only partly completed "Questioning Beliefs" (at least, that worked for me), Fenris hasn't told you yet about his escape.
In this case you get the glowing scene where Fenris pins Hawke to the wall.
2. You have completed "Bitter Pill", talked about Hadriana(Fenris left) and somehow happened to initiate the romance after that(I don't know how exactly you do that, because I was using the console), then Fenris arrives at your estate at night and you get the "I'v been thinking of you" scene. And no glowing.
Other romances don't seem to matter in that case, "friendship/rivalry >50%" rule still applies.
