have him at 50 friendship/rivalry in act 2 and go through Questioning Beliefs. If you flirt at every given opportunity he'll pretty much confess he wants to get down and dirty with you. You must return that interest to set the romance flag.
now you have a choice. well, maybe. If you haven't already done A Bitter Pill (Fen's personal quest in act 2), you must do it to progress the romance. At its conclusion you can trigger Glowy Fenris kiss by telling him not to go. If you pass up the opportunity you can later return to your estate at night where he'll be waiting for you. And you get a choice between pursuing the romance or ending it.
If you already did A Bitter Pill without doing Questioning Beliefs Part 1, you will HAVE to have the non-glowy romance scene. Which again, is triggered by returning his interest in the Questioning Beliefs conversation.
To get A Bitter Pill, just travel to Sundermount from Kirkwall with Fenris in your party. You'll be attacked by slavers, starting the quest.
