Between them, Femris and Anders can level Kirkwall!
Which is probably for the best, given the whole Hellmouth thing. Some forewarning and an evacuation would be nice though.

Basically being pro-mage/pro-slavery in any given circumstance will get rivalry points.
Fenris' character page on the dragon age wiki has a guide on quests where taking ceertain actions will give you friendship/rivalry.
I looked this up because I wanted to max out his rivalry as quickly as possible since I was playing a mage who was pro-mage but anti slavery, and telling off the slavers in his personal quest in act 2 had me going into neutral territory the first time round. It wasn't too hard to do when I had my handy-dandy-guide.
That's my one complaint with the frienship/rivalry system in game, that two people who vehemently disagree on one issue but agree on another somehow have less of a connection then people who disagree on everything

Fenris isn't that hard to get locked on to rivalry. In fact, you can have him at almost 100% before the end of Act 1. Make sure to take him with you everywhere, and support mages no matter what, including Merrill when you first recruit her. You'll probably tick off Aveline a lot also, so you might want to leave her out of your party early on if you're trying to rivalmance Fenris and you don't want to be rivals with her. The first conversation can net you a lot of rivalry if you have Hawke say (s)he doesn't care about Ferelden, that you have to move on, and whatnot. On my only rivalmancing attempt, I think I ended up with +20 rivalry, still flirting. Also, the first time you go to the Gallows, take Fenris with you-- saying that mages should be free, or something like that, is an easy +15 rivalry. I actually find friendship just a little bit harder with him, but not much.

Fenris actually enjoys Hawke's sarcasm for the most part-- one of the reasons I so adore him, so even if you're sarcastic, you can easily befriend him. Your best bet, honestly, is to flirt when you can, don't act too hostile, and when you're in that first conversation, disagree with him about tracking down Danarius, tell him you don't care about losing your home in Ferelden, and tell him that life moves on. If you're pro-mage enough, and pro-Ser Thrask, you'll be so firmly in the rivalry camp by the end of Act 1 that all it will take is a small tip at the beginning of Act 2 to lock him in rivalry for the rest of the game. Also, make sure to talk to Ser Thrask in the Gallows instead of Feynriel's father for "Wayward Son." For some reason, Fenris gives you a ton of rivalry if you're pro-mage with the Templar, go figure, while he does nothing when you speak with the father.
I have to say, though, I like his friendmance much better. I've only tried the rivalmance once, and it was enough for me.
