Buffy was oh-so-very-American sounding with a majority of the main characters (exception to Giles, who was very British). I couldn't name one off the top of my head that was unique.
I'm actually only just watching Buffy for the first time as of...a week ago, I'd say, and Spike also has a British accent. Angel was supposed to be Irish, although he doesn't have the accent anymore.

After DA:O and Awakenings, I don't think that it would be Blum...His voice is too "dwarfy" (for lack of a better term) for Fen, with Blum doing Oggie and Gorim
