EDIT: I forgot to add, for some reason, that it is usually a sign of being very much attracted to something.
It happens a lot in anime for comic relief.

too much blood flowing due to extreme excitement causing the thin blood vessels in the nose to rupture, it happens but it's not common though in anime and manga it's portrayed as if it was.

Interesting new info from Gaider...good.
I seriously hope Fen doesn't have a Japanese (don't think it fits him) or a Scandinavian accent, especially not a danish accent.. I personally think that English with a Danish accent sounds horrible and I fear it would ruin his character for me.. Now Russian, that would be very nice.
