Hell, I want it to have no smut at all. It's not even necessary for a good slash story.
Which brings me to another pet peeve - fanfics that imply that Justice has a thing for Fenris due to the lyrium. I think Justice would be attracted in a non-sexual way to the lyrium, but not the elf that comes with it. If anything, Justice should loathe Fenris. Justice has become a rabid Knight Templar, therefore he's even less likely to change his views than Anders.
I've only read about a dozen Fenders fics (and comics) and, as I said before, 80% of the ones I've read are about them slowly building trust. Maybe I find them in the right places? Most of them I've gotten off of tumblr, or deviantart links. If you haven't read gone-batty's Turning Point, check it out. No smut, just a kiss, and (in my opinion) completely in character. The stories I've read since then are mostly recs from either gone-batty or other fanartists I respect, rather than just surfing the k!meme. I mean the k!meme produces some great stuff, but I've never been able to just browse it... sadly the stories are mostly assembled on tumbr, so I can't find links immediately.
My favorite Fenders-ish story isn't actually a Fenders story at all... it's more like Fenris and Anders having the character development they usually have in Fenders stories, but without romance. It covers a single conversation they have after the end game, when everyone is drifting away from Hawke, and Anders is the last one to leave before mage!Hawke and Fenris go off on their own. Anders and Fenris are alone together without Hawke, and Anders asks Fenris to take care of her, and explains that one day, the Templars will come for HER, and that that's what Anders is trying to prevent, but it's going to happen. He points out that what Fenris should keep that in mind when he's supporting the current system: the current system means that, to be with mage!Hawke, he still can never really stop running. At the end, Anders wants to leave without saying goodbye to Hawke, and Fenris stops him, telling him that he is important to Hawke and she deserves a goodbye.
There's another Fenders I like that starts similarly, only the Hawke in that story is with Merril. That one is a backup to an Amell/Cullen fic, where she's roaming Thedas trying to turn the mage revolution into something that has half a chance of working.
As for the Justice thing, I've said before that I think Fenris might have liked Awakening Justice. I don't think that Anders has to rid himself of Justice for it to work, rather Fenris would have to have reason to understand the difference between a demon and a spirit... which I don't think is unreasonable. Hell, I'd imagine a relationship with Fenris could turn Justice more back to the cause of generalized Justice, not solely mage-related justice. And Fenris doesn't exactly seem to be against the idea of vengeance in general... he's pretty much all about pursuing his own vengeance.
Then again I think a lot of Fenris and Anders' unchanging natures is a lot about Hawke's approach: Hawke reacts to them, but doesn't proactively try to push them in one direction... rather she offers up different perspectives and lets them decide whether or not they want to change. One of the reasons I enjoy Fenders is that I believe it's a way to show them reacting to someone who pushes them harder, without making Hawke behave in a way that's inconsistent with her actions in game.
I really wish more of those stories were like that, CGG. You're lucky to have found them.
