This is a good point actually...who would Fenris ask to write his letters? Considering there's a party banter where Varric basically tells him "dude, you should try harder to make friends", we can assume that, aside from Hawke's crew, he barely interacts with anybody on more than a necessary basis. However, Varric could be a likely candidate that would also understand why he'd want to keep the letters from Hawke.
Donnic, perhaps? He and Fenris have regular meetings at Fenris' mansion, just the two of them, according to a banter with Aveline, supposedly to play cards, but from a Legacy banter with Aveline, it's clear that Fenris and Donnic are actually quite close, since Donnic talks to Fenris about what he'd like for the future with Aveline (children, specifically), so I can easily see Fenris sharing his search for Varania with Donnic and enlisting his help once he's reached the letter-sending stage, assuming Fenris wasn't yet confident enough in his writing skill to do it himself. I also sort of assume he spent most of the gap looking, and only found her/got confirmation that the girl he found was his sister towards the very end of it.
EDIT: Oh, bugger, ToP. I'm never prepared for this. Hmm.
