I guess between act 1 and 2, he needed to gather new resources to continue the hunt, and maybe let Fenris get confident he had given up so that he would get lazy and easier to capture. He could have been surprised and shocked that Fenris had managed to kill his apprentice, so maybe he got a bit scared... but when he finally appears during Alone, he doesn't seem concerned in the least that he would not be capable of taking Hawke and co. down. He looked confident enough. So why then bother to wait another three years? Sure, let Fenris walk into a trap is nice, might again be with the expectation Fenris lowers his guard... but if Danarius is so confident about his powers, he could have easily come to Kirkwall earlier to drag Fenris out of his mansion.
So, why do you guys think Danarius waited such a long time?
